seasonal allergies. Basically pigmentation is caused by constantly rubbing
the eyes. These dark circles can be treated with bleaching creams and
allergy medicine to stop the itching.
Finally some people have too much fat or excess skin under their eyes that
causes puffiness along with the dark circles. The only treatment for this
condition is surgery. As stated earlier, this surgery is one of the most

San Diego Restaurant Customer Killed as SUV Plows Through Building
A 74 year old El Cajon resident plowed through the Carl’s Jr. restaurant recently, killing a 66 year old many who sat in a front booth of the restaurant eating his breakfast, as was his daily routine. According to Signs of San Diego, the Honda CRV crashed through the building, hitting the victim with full force which threw him sailing to the other side. The SUV plowed through the corner of the restaurant without stopping after hitting the victim. When it eventually did stop, the driver, who left a trail of smashed glass and wood in his wake, was taken to a hospital for moderate injuries.
It is believed that the driver had just used a Union Bank ATM that was located in the same shopping center as the restaurant. He drove approximately 150 yards across the lot before crashing into the restaurant, and there is no information as to the speed of the vehicle at the time of the crash. Police and investigators are also unsure as to whether the man attempted to slam on the brakes before crashing in to the building. There are also concerns about the structural integrity of the building, which received substantial damage in the crash.
Investigations will focus on whether drugs or alcohol were a factor in the crash, and determining the speed of the SUV. At the time of the accident, there were no indications that drugs or alcohol were involved. Another victim at the scene stated that he was behind the SUV at the ATM, and that the driver of the SUV seemed to have trouble with the ATM machine, which resulted in him leaving in anger. He forgot to take his ATM card which the witness says was left in the slot. Additionally, the witness states that the SUV driver almost backed up into the witness’s car before tearing through the parking lot and slamming through the restaurant.
Details are still sketchy, and the driver may be able to provide information as to what caused the crash. It could have been a medical emergency while he was at the wheel, but everything to this point is simply speculation. Investigators will work to determine exactly what did cause the fatal crash.
The question as to whether the roads are safe when senior citizens get behind the wheel is one that raises many issues. Recently, a list of the top 10 professionals that appear to be more accident-prone than others was released by Quality Planning Corp and Insure.com. This puts an interesting spin on the subject of a person’s job and it’s impact on the risk of becoming involved in an accident.

Enlisted Military Personnel
While you might expect that persons in the military would be the most disciplined and attentive of all, this seems not to be the case. Out of 1000 military personnel, 99 have accidents and 78 are issued speeding tickets. Those who have recently served in war torn areas may be distressed and even suffer from Post Traumatic Stress Syndrome, a condition that causes depression, fatigue, flashbacks and nightmares.
Social workers, manual laborers, analysts and engineers and consultants round out the remainder of the list, with 98 accidents per 1000 workers, 96, 95 and 94 per 1000 respectively.

8 Ways to Achieve a Romantic Cottage Style
The romantic cottage design, also known as the shabby chic style, has become popular in home decorating publications everywhere. This is true particularly among female decorators. 5. If there is enough space, create a romantic sitting room within the bathroom. Using a wicker ottoman inside can enhance the lounging effect. Use candles as décor, throw in some flowers to float inside a crystal bowl, and quaint little soaps in delicate colors on a vintage-looking saucer. You can even use paper soap that resembles little petals in pastel colors. If you can find a mirror with an intricate-looking frame, that will be a great addition. Select towels appliquéd with floral designs or trimmed with lace.
6. Create some mosaics. Apart from being apt for a romantic cottage, it can also be an enjoyable project for the family or a group of friends. As Holidays Approach, Americans Are Assured of Toy Safety by CPSC Chairwoman
Parents around the world are prepared to start shopping for the gifts their little ones want as the 2009 Christmas holiday approaches. Concerns over the safety of many toys and gifts that children want are a top priority, as so many stories of phthalate contamination and lead content make headlines.
Should parents be concerned, and to what extent?
According to Inez Tenenbaum, chairwoman of the Consumer Product Safety Commission, parents should not be at all concerned. Recalls have declined in 2009 compared to 2007 and 2008, and this can be attributed to the higher standards set by new safety laws. The minimum amount of lead content that is determined to be safe has been reduced due to an act that was passed by Congress last year, the Consumer Product Safety Improvement Act.
Toys, clothing accessories and other child gear are a few in the wide range of children’s products that new laws apply to. The CPSC financial resources were increased, and stricter standards for testing and documentation set under a law which was signed on August 14th 2009. These new laws require manufacturer’s to meet the updated safety standards or risk paying penalties or even doing jail time. This applies to manufacturer’s of toys, clothes, electronics, video games, bedding and books among other items.
The CPSC budget was raised to $136 million, and by the year 2013 staff is to be increased by 500 people. By August of 2011, the amount of lead content in children’s products is allowed to be 100 PPM, compared to 300 PPM in August of this year.
Additionally, the manufacturing, distributing or importing of children’s products that contain a higher than .1% level of phthalates has also been made illegal by the CPSC, and employees are protected when they see violations that are being committed by their employer and report them to authorities.
According to representatives of the consumer safety group WATCH, in 2009 there were 31 recalls that resulted in more than 4 1/2 million toys being taken off the market. In 2007, millions of toys that were manufactured in China had to be recalled due to high lead content, and Tenenbaum says that the Chinese have been much more concerned about the safety of children’s toys since that time. Los Angeles lawyers are interested in seeing how the Chinese improve the safety and quality of the products they manufacture, following the poor performance of the past two years.
Tenenbaum feels that parents can shop with confidence and the knowledge that improved laws are in place to protect their children. She does caution parents to use common sense and good judgment when shopping for toys, and to buy products that are age appropriate. For example, toys that contain many small parts and could cause choking in young children should be avoided.

A recent floor mat problem that caused Toyota to recall 3.8 million vehicles does not appear to have solved their problem. Unfortunately, the floor mats, which were first thought to be the problem, caused focus to shift to another area – problems stopping the vehicles.
The NHTSA indicates that owners of certain Toyota vehicles may have a difficult time bringing their cars to a stop in emergency situations, according to USA today. The report issued by the NHTSA indicates that numerous features found on the Lexus ES-350, which is the same model of car that was involved in a fatal California crash that took the lives of a California Highway Patrol officer and three others. This problem also exists in other Toyota models.
According to the report, it would likely take 150 pounds of force for drivers of the Lexus ES-350 to stop their car, which is approximately five times the usual foot pressure present in an adult. Motorists may also find it difficult to find the neutral gear in case of an emergency situation. In addition, these vehicles often come with a power stop-start button that allows the driver to start the vehicle without the use of a key. This means that in an emergency, the motorist would have to press this button continuously for three seconds or longer to get the vehicle to stop.
Many people who drive Toyota vehicles are not aware of the three second requirement, which isn’t even mentioned in the owners manual. A survey demonstrated that out of every 10 Lexus ES-350 owners, one has experienced an acceleration incident.
